The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are waged: positive announcements are released from different nations. Immense energy is devoted on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's vital need on Western support – a dependence that European nations are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, persist.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. Washington functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
